Earlier versions of the wiki page make clear that the intended meaning
of leisure=sports_centre is a sports centre. And on
https://wiki.openstreetmap.org/wiki/Key:leisure, leisure=sports_centre
is still defined as "a distinct facility where a range of sports take
place within an enclosed area".

If the creators of leisure=sports_centre wanted to tag sport
facilities in general, they certainly wouldn't have chosen
leisure=sports_centre – especially because other sport facilities have
their own tag (e.g. golf courses or fitness centres).

How would you tag real sports centres then? (leisure=sports_centre +
sport=multi wouldn't suffice because this could for instance also be a
facility with a single pitch, hall or pool used for various kinds of
sport.)

A commercial operator (operator:type=private) or an admission fee
(fee=yes) doesn't imply access=customers. access=customers means
"restricted to customers at the destination".
