the relation type=boundary) is in the usa (with the proposed network=us:)

best would be 1) to list the different use cases (I see 2 : to inform 
the importance of the network and the name of the network)
2) propose a tag for these 2 needs 3) consider that network has 2 
meanings according to the countries and/or the contributors and has thus
