That would be a network=* tag for a bicycle route, not a road route. The
network tag is overloaded with different use cases for road routes, bicycle
routes, hiking routes, and public transit routes. The scope of this
proposal is road routes.

I'm honestly not sure what you mean here; network=* is sufficient for these
needs. If you have any suggestions for improvements to this proposal,
please leave them on the proposal's talk page.
