[Tagging] discrepancy between wiki page "Bicycle" and wiki page "key:cycleway:lane"

In my experience of such things (and I am a man who is definitely getting older — Volker can vouch for that!) I think that in our wiki it is best as there remains a "global Bicycle" page and that also there be additional "country-specific Bicycle" pages.
This approach seems to work well for rail/passenger trains, road routes and so on. Even better, it allows the wiki to offer a "single point of entry" page on a broad topic (Bicycle, Rail, Hiking...) while also allowing that "top-level" page to point to any country-specific pages where relatively minor anomalies like these can be documented for specific use cases. After a decade-plus of both wiki usage and wiki authorship on my part, I also believe our wiki audience (in a worldwide sense) has somewhat come to expect this sort of structure. Plus — it works! (And that's always a bonus).
