[Tagging] Parking facility first hour free and free during a certain time span

Fair point, maybe I've been doing it wrong all this time. I added `stay` to
https://wiki.openstreetmap.org/wiki/Conditional_restrictions#Condition
which also aligns with the examples on that page.
