[Tagging] Feature Proposal - RFC - ISCED 2011 Level of Education

After the failed proposal https://wiki.openstreetmap.org/wiki/Proposed_features/ISCED_2011_Education_Programme for replacing the broken isced:level=*, I wrote another proposal with the following changes:

- Only ISCED _level_ will be tagged (no categories and sub-categories)
- The tag's values are words instead of numeral codes
- No automatic obsoletion of isced:level=*
