As this is a proposal to reflect administrative realities, it does not need (and should not interfere) with “place”
People in the past have created place values for many kinds of administrative entities as well, but it isn’t useful, the important tags for administrative divisions are represented with  boundary=administrative and admin_level=*
Place can in principle be seen as orthogonal to the current administrative organization, it is about the identity of a place (history, culture, sociological), and if it is just duplicating information about administrative entity  we do not need it.
