The Google translation of the proposal is really bad. Apologies if
I misunderstand the details.
My main question is: will the proposal only affect city areas or
do you also plan to change tagging of place=town/village/hamlet
in the countryside?
Also, the place types for non-address places do not match with the
definitions that we currently have in OSM.
"place=borough" you define as "Commonly-used place names wider than cities,
towns, and villages.". In OSM, a borough is a part of a larger city. See
https://wiki.openstreetmap.org/wiki/Tag:place%3Dborough
The examples given for place=borough should all be tagged as
place=region.
"place=hamlet" you define as "Commonly-used local place names.".
It is not clear, if you refer to a settlement here or to a generic
place, which might even be uninhabited.
In OSM, a hamlet is a small settlement of a handful of houses. A
uninhabited place would be place=locality.
