[Tagging] Feature Proposal - Voting - Power substations as nodes

Dear all,

A proposal drafted 3 years ago about tagging compatibility in power
infrastructure mapping is now open for voting:
https://wiki.openstreetmap.org/wiki/Proposed_features/Substation_nodes_extension

It's a singular one because it doesn't create nor deprecate any tag but
only propose more precise compatibility rules between existing tagging for
power infrastructure.
It's definitely optional and advanced tagging, about guidelines to give an
extensive level of details.

Such properties allow to best describe what is seen around the world and
take care of different practices.
It's also important to define this compatibility for quality checks
purposes.

I particularly thanks Pyrog39 and Mateusz who got involved in the writing
once in a while.
