yes, a separate object is of course possible, but it doesn’t mean an attribute “fenced” is to discourage (nor does it imply that an explicit barrier=fence means that the fenced object could not get a fenced=yes property at the same time).
We are doing similar things in other places as well, e.g.
atm=yes on a bank or post office
bridge=yes on a road or railway on a bridge
sidewalk=yes on a road
bin=yes on a bus stop
and similar, while we can map all of these as features as well,
amenity=atm
man_made=bridge
highway=footway footway=sidewalk
amenity=waste_basket
IMHO fenced=yes is preferable to adding barrier=fence on the same polygon that is representing the feature itself (mixing different features on the same osm object)
