[Tagging] Turn lane indications vs turn restrictions

Hello,


I agree with martianfreeloader.

An arrow on the ground pointing to the left is legally binding to turn 
left, but says nothing about a possible / forbidden u-turn. IMHO, this 
is described with a restriction relation.
