[Tagging] Turn lane indications vs turn restrictions

There are a lot of cases where on the right lane by instance there is a through arrow, but on the right there is a commercial area with non-public roads, but it is perfectly legal to turn to access the shops. In these cases, I set the lane to through;right to make sure the routing engine does not block access to the shop. However, I agree that there should be a way to distinguish painted arrow and legal/theoretical access.
