I updated the proposal so that the net key denotes the general 
availability of a net at a pitch (as opposed to whether or not it is 
currently mounted).

I know of public pitches where there is no net (you have to bring your 
own) as well as public pitches where there is a net permanently there, 
and it has been that way for several years -> transient information 
shouldn't be an issue.
