[Tagging] sidewalk changing along way

I agree, this is not the case where I would split the way. The sidewalk
is interrupted only by the entrances, otherwise it is continuous. One
could tag it with sidewalk:both

<https://wiki.openstreetmap.org/wiki/Key:wheelchair>=no. I admit that
this is not fully satisfactory.
