I agree with this approach. There are many tolling oddities out there,
including tolls only in one direction, and parts of the road that can be
accessed without paying a toll. OpenStreetMap Americana is currently
rendering toll roads at middle and high zooms[1] and it's been a useful
tool for detecting issues with toll tagging. If the tolling situation is a
little odd, then the map will be a little odd, and that's OK. The
important thing is that the tagging is an accurate reflection of reality
and data consumers of all types can figure out what to do with the
information.
