fountain=bubbler for gentle upward jet
fountain=downward_flow for things like https://wiki.openstreetmap.org/wiki/File:Water_flowing_from_drinking_water_tap.jpg

I would prefer even more using a different key for both: maybe
flow=gentle_upward_jet
flow=downward
would be better?
