[Tagging] Feature Proposal - RFC - Water outlet

Unification of tags allows more simple usage source data, e.g leisure =
pitch allows rendering of all pitches, but lots of tags as
leisure=tennis_court, leisure = baseball_playground, leisure =
football_ground is more difficult to use.
