[Tagging] RFC - More sensible values for fountain=*

it is a historic fountain that IMHO clearly is decorative, that stuff in the background doesn’t seem to be there by incident. Maybe it is also a historic watering place (seems small for this)? Not knowing the context I cannot tell you for sure what it is. amenity=fountain doesn’t seem off. Many “decorative” fountains also had utility.
