Hi,

I agree that parking tagging needs to be unified in some way. Last year 
I worked on the proposal to introduce conditional tagging to parking 
lanes, which was approved. I only considered that a stopgap solution as 
there are differences in tagging for parking areas vs parking lanes that 
cannot be reconciled without fundamentally changing either one or the 
other. I would like to explore some way of unifing this tagging, and I 
think that using the 'parking:' namespace would make the most sense. The 
problem I see is that when dealing with areas, the parking is the main 
feature which allow the use of top-level tags like 'access=*', 'fee=*', 
etc, while parking lanes are a secondary feature on highways like 
sidewalks or shoulders where you can't use them as they would refer to 
the highway and not the parking feature.
