imho 1 then 3 :
if we map a parking as an area amenity=parking, check that all features
of the street_side parking also exist
then, if we map a parking as a feature of a highway, a good scheme
would simply add the prefix, for ex
fee=* on amenityp=parking -> parking:fee on a highway=*
aaccess on amenityp=parking -> parking:access=* on a highway
it's what's done a lot of time (for ex sidewalk:surface
