I disagree.
There are many places -- notably bi-/multilingual ones -- where we do
not leave the decision to the individual mapper. Instead, we have clear
conventions: https://wiki.openstreetmap.org/wiki/Multilingual_names (see
e. g. Belgium and especially Brussels for a very detailed convention)
Therefore, I think it would be perfectly in line with current practice
if the Belorussian community decided for a similar convention.
In fact, the wiki page mentioned above already contains a convention for
Belarus (currently making Russian the default language), so the proposal
is essentially about changing this convention.
