while there have been proposals to tag the default language / the language used in the name tag, afaik it is not something that is typically done. In the tag “name”, we are putting the name that is mostly used, in the local language(s). 
There is no requirement to have all name tags in the same language, it is rather a decision on an individual basis which name is used (for things like place names it is typically the official language/s of the area).
