[Tagging] Layers (was Eruvs etc.)

I wanted to give another example of where I would like to see OSM integrate
with authority without it getting in the way of the purpose. I live in an
authoritarian police state (the United States). We arrest people for saying
things publicly unless they're in designated "zones." Those zones are
published online.

For Houston, Texas you can see them here:

If you click on "map" you'll see each park has a 10 foot by 10 foot area
where you can say whatever you want, but only if you get a permit first.

You can see they're very specific about it too,

> The area inside of the red square only is considered the First Amendment
Expression Area. This is a 10ft x 10ft square located at Latitude:
29°46'16.27"N Longitude: 95°18'18.29"W These areas are open to users for
exercise of First Amendment rights during park hours. Users must register
with HPARD Permits Office in order to reserve the area in advance. Although
not a requirement of the area's use, it is recommended that all users
register to avoid conflicts.

Basically the cops come with a GPS and if they don't like what you're
saying or doing they'll ask you to leave, if you don't you'll be charged
with criminal trespassing on government property. The only exception is in
that red box on the map, and only with permits. It would be nice to be able
to add this to OSM. However, those coordinates are done by fiat, and
currently I don't think they belong in the DB currently. Even though you
can't argue that it isn't important. You can be detained and sentenced for
violation.

This is a great example of a layer we can use today.
