No, it probably just means that, based on previous conversations, people 
think that replying will have little effect, and will just vote "no" 
when the time comes :)

Bluntly:

  * This proposal seems to add no value.  There's literally nothing at
    https://wiki.openstreetmap.org/wiki/Proposed_features/emergency%3Dwater_rescue
    that says why this new tagging is an improvement on what we have now.
  * The proposal to create a "new" tag "emergency=marine_rescue" ignores
    that that tag is already in-use for something else (see e.g.
    https://www.openstreetmap.org/node/8321217532 ).  It just gives the
    impression that things haven't been thought through at all.
