[Tagging] disaster help point

There was a thread started over one year ago:

long gap between.

The difference is that to an assembly point you should go when you are 
in immediate danger. But alerting is not included, you have to do that 
separately. They are local to a building or buildings, or a Forest.

With the disaster help points, the grid is out (no power, no 
communication) and you go there to get help and information. You go 
there to organize an ambulance for example, not to be picked up there. 
This is usually for a whole town.

Unfortunately, the English version is rather short. So I translated at 
least the tagging part.

Personally, I am unhappy with the name and the address as proposed. The 
name is descriptive, not a name. And the address duplicates an actual 
address. The points are usually outside, and might even be a bit closer 
to another address which is less of a land mark.

But including the address is useful, as that helps finding the point 
even when gps is out.

On the bottom right of the first page you can see pictures of the points 
and also the name and address that they use.
