Agreed... and when not passable by anyone, I wouldn't draw it on OSM as any highway=* way nor related points like ford=*.
However, if some traffic is NOT POSSIBLE but other traffic is, I'd probably still use access tags like foot=*,
bicycle=* etc. even if those are primarily for LEGAL restrictions.
E.g. if it is suicidal to try to cross such ford with bicycle there, I'd probably add bicycle=no.
I should point out that it works out here, where attempted suicide is illegal (and you'll get fined for it :-)
Otherwise tag purists would dislike it.
