[Tagging] Default access permission for indoor=area

Hi all,

I am now working on improving navigation inside train stations, and encountered a case 
where I need to route over indoor=area. I have submitted a pull request into 
OpenTripPlanner https://github.com/opentripplanner/OpenTripPlanner/pull/6119[1] , 
but a reviewer has pointed me potential problems in the use of this tag in shops and 
restaurants.

I have checked the wiki again and the difference is between an area and a room is the 
former is not walled, while the latter is walled, and it says nothing about the access.

In this case, how should I interpret the default access= value for indoor=area for routing 
purpose?
