[Tagging] [OSM-talk] make water sources more usable by marking disused ones with lifecycle prefix, rather than extra tags like operational_status = out_of_order

I definitely agree that either way of marking as not working should not be applied
for short-term closures
Though in this case edit would exchange one tagging schema for another, for objects which
almost all were not edited for a long time
