[Tagging] RFC - Proposal - Deprecate class:bicycle tag family

Dear all,

I am proposing to deprecate class:bicycle tag family.

This tag is a prime example of a subjective and unverifiable tag. Everyone will 
have a different opinion of what the value should be. It should not be used at 
all.
