[Tagging] RFC - Proposal - Deprecate class:bicycle tag family

I fully support it!
(as someone who drafted this proposal years ago but had no time to continue
and was worried about posting too many proposal/threads)
I also want to bring attention to comments from developers of
bicycle-related software using OSM data
