there are already many neighbourhoods on areas: https://taginfo.openstreetmap.org/tags/place=neighbourhood

generally, if we want to make it cleaner and give specific advice, I would suggest to remove the name from the landuse and use `place` for naming settlement parts. This lets us use the key `landuse` for mapping landuse (e.g. a commercial plot in a residential area). 
Let’s encourage people to map places as areas where they can estimate the extent and bounds are clear.
