[Tagging] place=neighbourhood vs landuse=residential

So, landuse is a cadastre tag.  Here's an example of a good landuse

Neighborhood is more of an administrative thing.  Here's a good example of
that:  https://www.openstreetmap.org/relation/12223441

They are not normally interchangeable.
