I don't have an overview about the many lists you mention (except the
Nominatim page I mentioned; then there is the very complicated
TranslateWiki).
=> Can you enumerate some more?
I like the Wiki keyword approach and already thought of some tagging there too.
I know Wiki macros (like {{ ... }} ) but I did not find any mechanism
on using this for translation.

That's what's already there: Given there exists a translated page of a
concept (like "amenity=place of worship"), create page (like "Kirche")
and insert there a redirect (#REDIRECT [[DE:Tag:amenity=place of
worship]]).
