If you want the language in there it should be {{Term|DE|Bundesstraße}}, ie
different parameters.

And that assumption is wrong.

I would not just do this for an alternate term, but for "related terms". So
there would be not just one of these for each language but any number of
terms such as:

{{RelatedTerm|DE_de|Bundesstraße}}
{{RelatedTerm|DE_ch|Hauptstrasse}}
{{RelatedTerm|DE|Vorfahrtsstraße}}
{{RelatedTerm|DE|Übergeordnete Straße}}
{{RelatedTerm|DE|Durchgangsstraße}}

etc. There is not one term for each key/tag-language combination.

But again: nobody is going to add this information properly. So do not build
your scheme around it. Look at the currently existing info blocks on the
Key/Tag pages and how unmaintained they are.
