[Taginfo-dev] Old API v2 and v3 removed

I have removed the code for the old API versions 2 and 3. API v4 has been
available since January 2013, enough time for everybody to switch.

I have committed the change but not deployed it yet on the production
server, so you have a few hours to switch your code to v4. :-)
