Think of the situation with roads, and the multitude of different tags available to show how important the road is.

We only need two (or maybe three at most) to say whether a shared path is a good cycling path.  And then a few guidelines so that non-cycling mappers can make an educated stab at getting it in the ball park.

By definition, a shared path will be suitable for pedestrians.  There may be no value is judging how suitable.  The situation for cyclists is different, because bikes are vehicles.
