I couldn't find the email Liz wrote about it, but I've just created a ref relation for the Gwydir Highway, as a result I can't see a good reason for 2 relations in this case.
In the case of the A1 in QLD that's a diff matter as the A1 is more than just one highway.
Can anyone think of a good reason for multiple relations on minor highways?
