JOSM should work, since it downloads from www.openstreetmap.org, it's only map tiles he's having problems downloading, which is weird, alternatively he could try selecting one of the other map layers, since these come from different hostnames at least one should download. If they don't work then someone has really been up something special with your computer/connection.
