At a raw point position level so far what I've seen of the ABS data
seems to line up reasonably well, it's just that the ABS data is
aligned to ABS boundaries in many cases not actual suburb boundaries.
So in many cases it's going to prove more of a guide that a hard fast
answer.

I think in most cases I've seen around the place in other sources the
vast majority of boundaries run down the centre of features, and that
running down one side of the other appears to be the edge case. Besides
except in the case where addressing for a street is all in one suburb
it probably makes the simplest map sense to draw it down the centre.
