I've fixed a large number of duplicate points using josm, there is still
some mess because a postcode
boundary (2074) uses some of the same points as the suburb boundaries (which
it probably) should.

One conversation we need to have is how we want to normalise post code
boundaries. The post code
boundaries I have looked at often consist of the outer boundaries of a set
of suburbs. The small number
I uploaded in the suburb upload were done as relations, but there is at
least some done as ways.
