Why do you even assume this?
Unfortunately, things move slowly due to the fact that the LWG is having a
meeting once a week and that people are volunteers. Free time is not
necessarily something that is available in abundance, and getting answers
from lawyers (especially pro bono takes time). I would also like to point
out that by definition anything legal takes time. There is a reason why
trials with their different phases take time. Due diligence takes time
whether you like it or not.
I would be more than happy to see other people to get some of their lawyers
(getting them pro bono) to look at things. There are many "open source"
lawyers in different countries which can provide you with some information.
It would be nice to have legal help that way. We are seriously talking about
hiring a lawyer in France to define use case around ODbL and CC-BY-SA to
evaluate what you can do or what you can't to dispel any FUD that is going
on. And that was before the main discussion in licence.
There is also currently an European project going on that is going to look
at legalities around OpenStreetMap. It is a project shared between multiple
laws universities in Europe.
Not every one of us can follow the steady stream of messages that are being
posted here, and in so many different places. I don't think there are any
pro PD lobby any more than there is a pro SA especially. The LWG is pretty
much balanced on those point of view. If you can blame something on the LWG,
then blame the will to please every one and to come up with an acceptable
compromise for the three parties in presence (SA, PD (attribution) and
indifferent).
