It might be treated/broken down by enzymes and the water might be put
back into a river or the ground, but that isn't recycling the
effluent. In fact the effluent that comes out of caravans/boats these
days has a blue chemical to reduce the smell and so anything being
dumped has to be treated.

The only recycling that could occur is if the effluent itself gets
turned into fertiliser, like bags of nitrogen.
