[talk-au] vicmap data licensing

Cut the data into small chunks (0.25 x 0.25 deg).
Load each chunk it into josm.
Download the relevant area to a separate layer.
Compare with what is already there.
Expect to spend a least 2 hours with each chunk depending on what data
your adding.
