The only time I can think of to use bicycle=yes here in NSW is on motorways
which aren't signposted as allowing bicycles, but at the same time, don't
say no bicycles. To remove all ambiguity over what the default is, I'd tag
bicycle=yes or bicycle=no on motorways.
