[talk-au] Aussie First Nation addresses

We spoke about the concept of listing Aboriginal Nation addresses a while
back.

Just reading this article:
https://www.abc.net.au/news/2020-09-10/push-for-indigenous-place-names-in-addresses/12645756

ATM, States are admin_level 4 while cities are 6 (have we fixed that yet?).
Would these be listed as admin 5, or would that not be an admin level?
