Postcodes would be a nightmare to map as they don't necessarily always
follow suburb boundaries.

So the admin level table shows 10 as "Locality Border (Suburbs or Towns)"
which is fine, but what is 9 supposed to be?
Locality Border (Suburbs or Towns) (ONLY where larger than ABS boundary)
