[talk-au] Tagging suggestions please - parking formal vs informal

Hey Bob,

Even though the term isn't used in Australian English, I'd almost be 
tempted to use the layby tag.

In regards to the "informality" of these parking spaces, I think 
access=permissive would do the trick.
