I asked about tagging gravel pits a couple of years ago, & the concensus was
landuse=industrial + industrial=stockpile, which has the advantage of at
least appearing on the map:

Possibly just add the normal amenity=parking, & as Dian said,
access=permissive, perhaps also with a description?
