How about:
waterway=river/stream +
crossing = (maybe foot_crossing= ?)
1. paddling
2. knee_deep
3. chest_deep
4. swimming
I think they'd be self-explanatory to everybody?
You would probably also then need to add something about likely water speed
ie still >>> raging torrent, although that is usually going to be seasonal
dependent?
