[talk-au] Unincorporated areas added from Local Government National Report map

There have been some changes to unincorporated areas in NSW in recent years. The two original unincorporated areas, Unincorporated Far West Area and Lord Howe Island remain.  I understand Government was unhappy with management of Sydney Harbour.  Sydney Harbour and part of Botany Bay have been taken from council control and are administered directly by NSW Government or by a government authority of which I am not aware. There may be other areas as well but I have no other information.

When OpenStreetMap was initially given permission to use limited NSW Government spatial data, it included Local Government Area administrative boundaries and, as far as I can ascertain, that permission remains.  The website was formerly lpi.nsw.gov.au and became spatial.nsw.gov.au but I think we still have permission for the specified datasets as noted in the OSM contributors page https://wiki.openstreetmap.org/wiki/Contributors#New_South_Wales_Government_data

I have just been looking for the URL for the LGA dataset and didn't see it. However I did find the NSW Spatial Services link to Arcgis map of LGAs:

I don't think we can use this map as a source for copying data but it is worth looking to see what data we might be seeking to access. It includes "Unincorporated - Sydney Harbour Area" and "Unincorporated - Botany Bay Area".  The Sydney Harbour Area includes much of Parramatta and Lane Cove Rivers as well as various bays such as Homebush Bay and Canada Bay. OSM currently shows the limits of LGAs administered by councils but does not show the Unincorporated Sydney Harbour area.  

The recent mapping showing islands in the harbour as Unincorporated Sydney Harbour appears to be incorrect as the harbour itself is part of the area as well as the islands within the harbour.

The NSW Government is the authority in regard to LGAs, both council administered and unincorporated, in the state while Spatial Services is the vehicle through which data is published.  I would regard that data as the most authoritative that we could obtain for OSM.

Perhaps someone might be able to add information to the above and/or identify a link to the LGA dataset on the Spatial Services website.
